Tata Consultancy Services (TCS), Sybyl and IXAfrica Data Centre have signed a memorandum of understanding (MoU) to develop sovereign cloud infrastructure in Kenya, strengthening data residency, regulatory compliance and digital autonomy across East Africa. The collaboration aims to deliver secure, locally hosted cloud services for governments, regulated industries and public-sector organisations that must keep sensitive data within national borders.
Under the agreement, TCS will deploy its Sovereign Secure Cloud solution, a platform designed to meet national and regional data sovereignty requirements. The system integrates AI capabilities to support automated compliance and risk management. TCS will also provide architecture design, deployment frameworks and global security expertise drawn from its international consulting operations.Sybyl will lead local implementation, customer onboarding and ongoing technical support, leveraging its long-standing role as a regional systems integrator.
Sybyl Kenya and Tanzania Chief Executive Officer Shailendra Yadav said digital sovereignty must translate into practical benefits. “By running sovereign cloud in iXAfrica’s AI-ready campus along with TCS’ cloud expertise, we cut currency exposure and foreign policy risks, keep services reachable on local routes during outages and create skilled jobs for Kenyans and Africans as a whole,” noted Yadav.
IXAfrica will provide the physical hosting environment through its Nairobi-based NBOX1 campus, engineered for scalable, AI-enabled workloads and high energy efficiency. The Chief Executive Officer Snehar Shah noted the importance of local data control, “Data sovereignty is the cornerstone of Africa’s digital future. By hosting Sovereign Cloud infrastructure within iXAfrica’s AI-ready campus, we are ensuring that African data stays in Africa so that it remains secure, sustainable and ready to power the next generation of innovation.”
The initiative responds to increasing demand for sovereign cloud services among African governments and industries that handle sensitive information including finance, telecommunications, public administration and enterprise IT. Locally hosted cloud solutions allow these sectors to meet operational needs while complying with evolving data protection laws and residency requirements.

With built-in compliance to global and local regulatory authorities, our sovereign cloud supports future-forward business models while meeting the most stringent privacy and regulatory standards,” concluded Doreswamy.
The collaboration also aligns with TCS’s broader growth strategy. In October 2025, the company acquired US-based Salesforce Summit partner ListEngage for up to US$72.8 million to bolster its capabilities in Salesforce and agentic AI solutions for enterprise clients.
